But the reason they didn't want any one branch getting too much power was because they thought it would be too easy for one person, "the man on a white horse," to take over a single branch. They wanted the process of "taking over" the government to consume years and involve a large portion of the voting population. But once a movement had reached such a point it could do what it wanted. The goal was to make change difficult, but not impossible.
