As it is illegal to sell oil from the Trans-Alaskan oil pipeline to foreign countries, I believe your hypothesis is incorrect. At any rate, Canada is ramping up its Oil Sand capacity, which will probably be piped directly to Mid Western refineries.

Therefore, any increase in production traveling through the Alaskan pipeline that the Far West couldn't use, would indeed be transported through the Panama Canal and to other U.S. refineries (or Hawaii) - which if you think about it, isn't really that far considering the United States gets much of its oil from the Persian Gulf (which has to travel around the horn of Africa and across the Atlantic). This also has the upside of keeping a U.S. oil tanker fleet alive - as only a U.S. flagged ship can carry cargo directly from one U.S. port to another. Though I believe Western Refineries could take the entire output from Alaska.
