Yes, you are right. But with the so-called market economy which becomes dominant around the world, the Chinese gov. simply has no way, no power, and no resource to create enough jobs for all the people, not even for most of the people. So environmental enforcement has to come slowly in order not to scare off those big companies.

From early this year, the Chinese gov. seems to have started doing something, which is a good sign. I read that AnHui and a couple of other provinces already stop selling regular gas, only the gas with at least 10% of Ethyl alcohol
