That strikes me as being a naive statement. I see it differently. Personnel is policy in slow motion. What we see with Wolfowitz moving to the World Bank, Bolton to the UN, Rice at State, Goss as DCI, Chertoff at DHS and Negroponte as Intel Czar is the spreading of the poison of PNAC imperialism across the spectrum of formerly opposing or ideologically neutral turfs.

If you read John Perkins' "Confessions of an Economic Hit Man", you'll understand that McNamara moved away from the guns, but he certainly did not move away from the policy of subjugating smaller nations to the will of U.S. corporate interests.
