Prime reason d'etre of the World Bank has always been to buy good behavior. Started during the Cold War. Bush needs to tap World Bank money to bribe nations that allign themselves with the US policies. Hence the choice. This because the UK is trying to make inroads into Africa (see its program to 'fight poverty'). Brazil India and China are creating their own sphere of influence. The US doesn't want to stay outside and will buy support using World Bank's money.
