As was discussed at the hearing, the NFL and the IOC have very strict penalties for using banned substances. If congress can force baseball to adopt testing and penalties similar in severity to those of the NFL and the IOC, then they will have performed their jobs well.

I agree the NFL and the IOC have effective drug policies in place.

Major League Baseball management is a joke. Baseball is too important a sport to be left unmanaged. Congress should not be involved in these matters. Congress has more important things to do. If Major League Baseball can not manage itself, baseball can not be punished any more than to have Congress manage them. But that is high price for us, the fans, to pay for MLB management follies.
