In fact, there is a relative glut of heavy, sour crude, such that it is $18 or more a barrel cheaper than the light, sweet crude that US refineries use. So drilling ANWR does nothing to address the economic needs of the US.

Oil is fungible. Satisfying the needs of say Japan or China with it equals satifying US needs, as Japan and China will buy less from elsewhere, and US can step in and replace them as a buyer.
