I don't know if you are joking or not but I do know that I read that George Bushes government makes service unavailable to people from overseas for certain government websites. If you want to see what the link which won't work for you looked like about a year ago try this... web.archive.org I don't know if it will work for you or not but it works for me. The most recent version archived of the website says it is from feb of 2004.
