Depends what you mean by the word intelligent.

Learning ability and reasoning ability would be a start. Intelligence might go beyond that but those are probably the two biggest parts of it.

Better than humans, I would say, coz at least they're not killing each other yet.

Animals don't kill each other on the same scale that humans do but animals do kill other animals of the same species, and more often they do kill other animal species.
