It may be true that some black families have been handing down a toxic culture for generations but we shouldn't overlook that a majority of black people in the US fall somewhere in the broad middle class. For that matter, I can think of some examples of white families I know of which have produced mostly drunks, dopers, and small time criminals for generations. Where does that come from?

I think a lot of the toxic inner city culture most associated in the public mind with blacks today is a relatively new thing and is spreading to hispanics and whites - promoted by today's popular culture.
