You're not following the numbers. The number of attacks on American troops are dropping (from 25/day to 10) and Coalition casualties are also dropping, precisely because the insurgents don't succeed in killing Americans even when they do attack (like the attack the other day when they lost 24 inusurgents, but only managed to wound a handful of Americans).

So the insurgents have switched to blowing up Iraqis, like the funeral at Hilla. This does make them unpopular in Iraq but lets them feel there are doing something, if only blowing up Shia.

I know which hand I'd rather be playing. And it's not the insurgents'.
