WASHINGTON - The U.S. population of undocumented immigrants has reached an all-time high of nearly 11 million and is shifting away from states traditionally favored by illegal entrants to many new ones, according to a report released Monday.

Essentially, this is mostly the fault of CA. For most of the ninties, politicians tried to strenghthen the US immigration laws only to have the CA delegation gut the law. CA is terrified of cutting off the flow of illegal immigration population for fear that CA's economy will fall into the dumper. While living there, I hardly ever saw white people doing manual labor. Now I think it might be too late. Other parts of the country have become accustomed to the cheap labor.
