Genesis Raises Rating on Targeted Genetics to Strong Buy

SAN FRANCISCO, Sept. 4 /PRNewswire/ -- Genesis Merchant Group Securities today raised its
rating on Targeted Genetics Corporation (Nasdaq:TGEN) from Buy to Strong Buy and is reiterating
its 12-month price target of $15 per share.

Genesis associate analyst D. Curtis Hogue cites three main drivers moving the stock price in the next
few months: a potential for a corporate partner to invest in its cystic fibrosis program; new results to
be announced from the company's second Phase I study; and additional results expected from its
clinical studies for both cystic fibrosis and cancer gene therapies.

``Data from Targeted Genetics' Phase I trials of its AAV-CFTR product, released in October 1996,
demonstrated safety and biological activity and appear to be significantly better than previous CF
gene therapy studies. This data indicates the probability of success with the AAV-CFTR product is
very high,'' states Hogue.

He thinks that at the current price, the stock represents a significant buying opportunity. ``Based on
the revenues I foresee,'' says Hogue, ``the potential for the AAV-CFTR product alone justifies a
share price of $7 to $8. TGEN's clinical pipeline and patent portfolio add considerable value beyond
this level.''
