I guess it would depend on how we spent it. I'm not sure they would be smarter, but they would be better educated. We CAN make people smarter- better nutrition does that. Intellectual stimulation of infants and toddlers makes their neurons grow. Get lead and mercury out of the environment helps to increase IQ. We can make people smarter AND more educated- if we have the will to do it.
