Al, It is a STATE LAW ISSUE. Congress has made it a federal issue with this cockamamie law it passed in the middle of the night. I suspect the constitutionality of IT will be challenged very quickly. Given that federal law trumps state law, and that by your admission this isn't a constitutional issue, I see nothing wrong with what Congress did. Tenchusatsu
