I don't really have any means to track them. I have anecdotal evidence that some of them keep reading, but I have no way to know how many.

I do not think there is a perverse incentive problem if you give everyone the same opportunity to earn the incentive, salary or bribe- Call it what you will. I never discriminated between kids who were already readers, and kids who weren't. I figured they all deserved to be rewarded- just as I am rewarded with pay. Although I do a job I love, oddly enough I still expect to be paid for it- and even my students who love school I am happy to reward. That students get an education benefits not only them, it benefits us all, so they ARE doing something for benefit for all of us when they get an education. If paying them to do it brings up the rate of people becoming educated, then we all reap a tangible benefit. If you realized that, it might help you overcome what I see as an emotional stumbling block to even experimenting with something like this.

What we are doing now is not working. Why not try it? If it doesn't work, then don't do it- but at LEAST do a study in some districts, and see how it works. I doubt it could make things worse, and what if it made things better? Would your opinion that it is wrong, stop you from using a technique that worked? That does not seem rational to me.
