Call my cynical, but doesn't China tend to get its technology on the cheap from other countries without having to pay the cost of development itself? Why pay for R&D when you can get the same results almost for free by reverse-engineering, industrial espionage, or simply forcing companies to give up intellectual assets, voluntarily or involuntarily, when they make contracts for manufacturing in China?

My wife knows a person who came to Canada from a pharmaceutical firm in China. She told her, "China is far behind in pharmaceuticals, and I've come to Canada to try to learn what I can from Canadian industry, then go back." Hmm... sounds like perhaps another way of saying she has been paid to take back industrial secrets for her company in China. Does anyone know any other reason why a mainland Chinese person would have the time and money to hang around Canada for several years without doing anything but trying to learn about the inner workings of pharmaceutical companies?
