So that means they are going to cut benefits more than the cut in contributions? Otherwise it's a wash.

That is a possibility but it is not needed for the reductions in benefits to be more than the reduction in payments. SS recipients get larger benefits than the sum of their contributions. Cut their contributions by say a third and their benefits by a third and you get a larger cut in benefits because if X is larger than Y than 1/3 X is larger than 1/3 Y.
