Maybe. Or maybe he wasn't sure. The point being, he isn't the one that is making the decision, the state of Florida is.

The site is a good read. The creator seems to be a legal wonk and bends over backwards to be objective. The data is pretty clear that poor Terri doesn't have a cerebral cortex any more and that means the lights are on but nobody is home. Given that no one past a couple of weeks after conception has ever managed to grow a new cerebral cortex, no one is coming home. The reports of her responding and emoting are clearly mis-interpretations, there isn't anything to respond or emote with. Sensory information gets gathered in the thalamus and then goes, nowhere. Visual cortex, auditory cortex, somatosensory cortex and everything in between is gone. And has been for years. An absolutely devastating thing to happen to a human being. It haunts me...
