if they mean previous arrest for drunk driving as hard core. pa. has put in the required breath test to start the engine of a car before you can drive. I do not know if this action is after first offense but it is in place and being used.

i see a bigger problem , loss of license doesn't stop drunks they drive without license... it is the ones who are ready to obey the law that get their car with breath analyzer or have someone drive them. the others only lock up will keep them off the roads.
