It was a politically motivated inappropriate move on his part.
Dramatized too by his flying back early to intervene. There is a certain amount of hypocrisy in this insofar as Bush is concerned. It angers me as when that Born Again Christian woman in Texas was put to death,in spite of the interventions of Jerry Falwell and another minister, Bush was alleged to have laughed about it as he did nothing.

When does one have heart and not ? When it's expedient to do so for votes.... The religious right. Pandering is what I call it.
