"name one other period on record" - That began with a new Administration taking over with a stock market bubble having already burst. This caused huge losses of jobs & numerous billions of revenues to stop flowing into the treasury as unemployed workers were not paying taxes (they were now drawing benefits) & capital gains revenues from the stock market bubble evaporated. - Then shortly thereafter, the country is hit with a horrific terrorist disaster that caused more than a trillion dollars in economic damages. Only then did we become aware that the previous Administration had decimated our military & intelligence capabilities (helping to create the faux surpluses back then). Untold billions had to be spent to gear up for the GWOT & to prop up an already faltering economy. - Then shortly thereafter a series of hugh corporate scandals are disclosed that ALL happened during the previous administration. These huge scandals caused widespread distrust in equities causing further damage to securities markets, the economy & revenues to the gov't. - Then shortly thereafter the recession ended. And it's all Bush's fault! Ah, reality.
