I think there are a number of Republicans (really, the neocons) who want SS to fail.

The neocons have been quite clear that they want to decrease the power and influence of the government until it is less than that of the corporations. Their reasoning is that the corporations run on merit and the government runs on pandering. They want to destroy any program that might make the government more popular. It's not that they don't realize that there will be problems when social security is broken, but they think the private sector will handle it more efficiently.

Of course their actions aren't actually leading to smaller government, but then their actions from Iran/Contra to Iraq to Social Security have not been well thought out or executed.
