Bush White House has indeed initiated a dramatic transformation of the federal bureaucracy

He may have initiated that, but then so did a lot of his predecessors. He won't have any more success than they did. I've asserted here before that the key to fixing the bureaucracy is to get rid of the unions. He's missing a big opportunity in favor of a lot of just another chinese fire drill with a few photo ops.
