No, the Koz patent has already issued. In 1992 there were LANs capable of transmitting compressed video. In about 1982 or 83, I saw demos by General Instruments (Jerrold) of transmissions of compressed video over cable networks. I think, but I'm not sure, that it was analog compression.

Surely there were transmissions of compressed digital video over private satellite networks in 1992. And there are U.S. government satellite networks. What about videoconferencing systems such as Picturetel? Were they digital in 1992?
