the debt kept going up under clinton, so where is the surplus??? Below...clinton vs bush, same benchmark, as defined by the CBO, showing "on budget surplus or deficit". 1999 +1.9 2000 +86.3 2001 -32.5 2002 -317.5 2003 -538.4 2004 -567.4 The total debt includes all of the 200 or so federal trust funds and their obligations...I don't understand why it grows despite an "on budget" surplus during 1999 and 2000. Maybe some other than I can explain the budgetary machinations that cause it to do so. I note however, that this gross debt grows ever slightly during 1999 and 2000, the two years during which clinton claims a surplus, and clearly skyrockets soon after bush takes office. Al
