Hey genius, under the oil for food program, approximately $21 Billion was lost and made its way to Saddam & Co. This was a $63 Billion dollar program. It does not get much worse than that.

Bush would have to pocket $3 TRILLION dollars (not Billion) to do the equivalent of what Kofi & Co did.
