They really do need to get on with this, if they are to advance as an economic power:

--China will make a bankruptcy law pretty soon, so that Chinese banks will stop financing the companies which lose money

Of course, the US is going in the opposite direction, pass bankruptcy "protection" aimed at screwing the individual debtor, while bailing out banks and financial institutions at every possible opportunity using taxpayer money.
