No, not all presidents did this. I would guess that it began with Reagan, but I don't feel like doing research at the moment. Let's get this straight--just because someone is not a conservative Republican does not mean he or she is a heckler or potential heckler. Do you remember that quaint idea--the two party system? Part of a democracy is open discussion.

The meaning of buffoon is so rich, it means much more than someone who mangles English quite a bit.
