I agree with you on both points. The first one is simply a result of the Parliamentary system and such situations are commonly seen. Regarding the settlements, the religious fanatics are the ones that believe in "Greater Israel", so thats why you find them in the far flung outposts. They are planting the flag so to speak. Sharon is certainly bucking them, IMO a very good thing.
