The truth is that a panacea is not needed.

I can agree with that, but hybrids (and other things from time to time) do get portrayed as such a perfect solution to all our oil problems.

A reduction of just 10% of consumption would allow us to almost completely stop importing oil from the Persian Gulf countries, including our worst enemies.

Not really. We would be unlikely to completely eliminate all Persian Gulf imports without eliminating all imports. We don't buy our oil in large pre-arraigned country to country purchases.

If the average car is replaced every 10 years and the average car is 5 years old, then within 10 years, most cars could be replaced with hybrids, if gov't incentives and public will existed to make it happen.

It COULD happen, in the sense that it would be theoretically possible, but it would be very unlikely, esp. not without enormous inventives. I would be against such incentives.

we could make this happen in record time and the long term benefits to our economy and our national security would out weight the costs by orders of magnitude.

Again not very likely. We will still be importing large amounts of oil. The benefits to our national security will be near nil. The economy would benefit from more efficient/economical vehicles, but not orders of magnitude more than the cost, and likely not even equal to the cost. If the costs were so obviously less than the return there would be no need for government subsidies.
