Two states in India, UP and Bihar, are probably the ones furthest behind. Unfortunately, they are 40 percent of India's population. The man on the street in Mumbai is an "immigrant" from UP or Bihar.

The gap between major metros (Mumbai, Delhi, Calcutta, and Madras) and the next tier cities (Bangalore, Hyderabad, Pune, Chandhigarh, Cochin) has narrowed.

Politically, the regional parties have become stronger, and the backward classes have more political strength.

In terms of higher education, India is probably on par with China in quality as well as quantity.
