Both 3COM and Rockwell have attended all the meetings. The ITU is definitely biased against any standard which is not in the public domain. This is their legacy because their membership was dominated by the PTTs which did not worry about intellectual property because they were monopolies. They wanted standards in order to communicate across monopoly boundaries. French Telecom will not vote on a standard which requires a license with an American inventor
