When the President looks at the evidence and has to say "you mean this is all you have?" And when the CIA says -- "don't worry, its a slam dunk". Then it is up to the President to say "ok, show me what you have." The CIA does not run the country -- the President does. It is his job to grasp the intel and ask questions if he doesn't. Instead, he took shreds of evidence, most of it very thin and shaky, and fabricated "certainties". That is lying.
