This is Michael's testimony two years and nine months after Terri's brain injury. No mention of Terri's wish to die there.

There is a difference between "no mention" and no wish.

If you were in Michael's position and still expecting her to come around, you would say what he said. You would be committed to and focused on putting in the time and effort to make that come to pass. You wouldn't be thinking about what she would want if the situation were hopeless because you weren't thinking of the situation as hopeless.

But if at some later point you came around to the realization that it was, indeed, hopeless, your mind would broaden its focus and start to think about things other than rehabilitation. One of the things you'd think about after the realization set in was discussions you might have had with her about what to do in that situation. Another thing you'd think about would be cutting back on rehabilitation given that it wouldn't be effective and given that 700K isn't enough to keep her like that for a lifetime if you're not very frugal.

He was either misrepresenting her wishes in 1992 or he's misrepresenting them now.

Not necessarily. His head was in a different place in 1992. He still had faith in her recovery and was looking for help in effecting that. Pulling the plug wasn't in his mind, let alone something to mention at the trial. Later, after he'd come around to recognize the futility, the scenario was different and there were other factors to think about.

I'm not saying that's how it happened, only that that's a plausible and natural sequence of events that fits the storyline.
