Dabum - OIH, we haven't quite gotten above March 22's high. Is that the high we need to surpass or does jumping over yesterday's high suffice to give the all clear to go long?

It seems that most of the energy stocks are stuck just below the Mar 22 high. A few have broken above (DVN, NFX, BJS), and a few are far below (XOM, SLB, MVK, BTU, CCJ).
