A Plot to Deceive?

I've been known to argue this one both ways with friends. The argument that makes the most sense to me is that Cheney et al, which is where I place the primary impetus for the push to invade, the timing, etc., wanted the invasion badly, for multiple reasons. Believed there were all sorts of reasons to justify it; believed that the CIA at least and perhaps other intelligence agencies refused to see what was there. So they were bent on repressing the evidence that argued against their position and enhancing the visibility of evidence which supported it.

So they made policy based on their own beliefs as to what was there rather than substantiated evidence.

It's an understandable set of motives but a terrible way to make policy.
