Nadine, I'm genuinely not surprised that you wish to disparage Juan Cole's analysis. As for whether the Jan 30th elections were successful, we simply don't know. The best measure of their success will be the consequences and those we don't know yet. As for the turnout, I've read contradictory information on what the size was. As for the degree of Sunni participation in the new government and what it means, we'll just have to wait and see. Sometimes Cole seems to be a better source for information; sometimes someone at the New York Times. As for Cole's judgment, it's clearly not the same as yours. Hardly makes it bad.
