I guess it depends on what Nasdaq plans to do with the surveillance.

If they are going to issue press releases to counter the false information, I would have no problem with that. If they plan to bring official charges against those who are fraudulently trying to manipulate the market, I would have no problem with that either.

If they intend on trying to prevent posters from frankly discussing the pros and cons of a company, then I have a problem.

I have a feeling that Nasdaq's plans are probably a lot different from Mr. Westergaard's plans. I didn't see anything in the news report that suggested that Nasdaq plans to police only negative reports about companies that pay them a fee for that service.
