SEC ADOPTS CONTROVERSIAL STOCK TRADING REFORMS

Chairman William Donaldson joins two Democrats on five member panel to approve controversial plan requiring orders to buy or sell stocks be routed to markets posting the best price available for immediate execution. Republican commissioners say rules are anti-competitive and costly, while supporters predict changes will help ensure investors get best price. Earlier, board voted unanimously to finalize longstanding proposal allowing brokers to offer fee-based advisory accounts without being regulated as investment advisers.
