If you had any self-respect at all, you would do a bit of research before saying that as if it means France lowers flags for all foreign heads of state.

Monaco and France are very close. Monaco's foreign affairs mostly go through France, which also shortlists Monegasque heads of state. In turn, France gains a lot off of Monaco.

Rainier, personally fough in the French army during WWII, with such distinction that he was awarded the Legion d'Honneur.

On the other hand, Vatican had no special ties with France. Its Pope was nothing more than the head of the Catholic faith.

Honoring Pope is honoring the Catholic religion, nothing more. As a secular state, France has no business doing that. Unless, of course, they also plan to lower flags for the deaths of the Dalai Lama, and the several figures of authority currently in power in Islam.
