What I proposed (maybe you didn't read it) was a sales tax or credit on a personal vehicle purchase based on EPA fuel economy estimates. Off the top of my head, and just to demonstrate the spirit of the proposal, it might be:

<15MPG - $10K tax
15-25MPG - $7K tax
25-30MPG - no tax or credit
30-40MPG - $7K credit
>40MPG - $10K credit

Don't hold me to those numbers, but you get the idea. It would be designed to be revenue neutral, or if there was a tax "profit" it might go to a R&D tax credit for the domestic car companies.

It's really no different than taxing cigarettes. The government discourages a harmful activity and uses the money for services to non-smokers. Social engineering.
