True. But oil was a big one for the Soviet Union. Their part of the bargain with the Warsaw Pact nations was subsidized oil. Their costs for that skyrocketed throughout the 1980s and it killed their economy. By the late 1980s, the standard of living in Poland and East Germany was higher than it was in Moscow.

There were other factors, including their realization that their very expensive military was going to have to be totally rebuilt in the face of the growing threat of smart weapons.
