Yeah, the supply part is that Dumbya's dumbos expected oil to gush out of Iraq after it was captured. Kudlow and other Dumbya idiot fans were even predicting oil prices to fall to $10-12 a barrel.

Now we are over the barrel in Iraq and the oil supplies from there are totally unreliable and unpredictable, with insurgents blowing up the pipelines in dozens of places almost every day.
