Not necessarily. Sonoma is a platform and any component could be a limiter.

However I am also hearing about shortages of XSCALE for PDA/Smartphones. These probably involve stacked chip assemblies, which takes specialized packaging equipment and operations. This may take longer to rectify."

This emphasizes the above point. XScale and PDA/Smartphones are on the same process(es) as chipsets. Intel took a chipset Fab (F12) offline for 300mm conversion. It may be that that's where the capacity constraint lies.
