If latency issues affect some flash form factors more than others, I expect it would be reflected in the storage media supported by leading manufacturers of high end digital SLRs. Looking at Steve's page steves-digicams.com, CF2 seems to be the prevailing format, supported by nearly all vendors, so I assume that would be the fastest.

Larger cards are slower at startup

I'm glad you mentioned that again. I was planning to get a 1GB card, but now I don't think I'd consider anything bigger than a 512MB. Taking pictures mainly of toddlers, I want to be able to pull the camera from my hip pocket and start shooting as quickly as possible.
