Pretty much the way it seems. One of the other two memos was when an opponent of his in a primary was declared a homosexual(or something like that), and the other was where the INS was called "armed thugs" with respect to the Elian Gonzales case. I don't know if staffers had to resign over those, but there seems to be a pattern of when there is too much controversy to blame someone lower level.
