Laugh if you will, rolling or not. The fact of the matter is that Harkin said in an interview that Martinez handed it to him and said something about it being talking points in the Shiavo case. So, assuming that Harkin isn't lying, it was a deliberate action. Given that Martinez has a history of memos being written and distributed by rogue staffers, his credibility shouldn't be very high...
