I first look at Volume, then volatility, then chart pattern and then historical technical reliability.

1) My preference is at least 1mm shares per day (although there are exceptions)
2) The stock most have a volatile chart pattern, i.e. a saw tooth trading pattern.
3) The stock most show over the course of a year of longer that when stochastic signals buy under 20 that the stock moves up nicely in response every time.

Those are the basic rules.
