Actually it was like Reagan was working from a plan. Not one that he created most of the details for but he did build up the military in part to chalange the Soviet Union and help force it to reform or end. That was also a large part of the reason we helped the opposition to the USSR in Afghanistan. The assistance started at a low level before Reagan but it picked up a lot under Reagan.

How much we will never know, the mujahadin were claiming in the high 90s for the Stinger. But even if the percentage was in the 80s, that means that every fielded platoon can kill a Hind and a T-70.

Generally .8 kills per shot only happens if the enemy doesn't uses innapropriate tactics and doesn't have effective countermeasures. Even with the relative inflexability of the USSR's military I doubt that the rates go that high. Much lower rates can still be devistating. Or maybe you mean something else by "the percentage" that was "in the 80s". If fact I suspect you might, but I have no idea what.

Stingers would be useless against a T-70.
